The Grove's park, playground and surrounding area is not designated as an off-leash dog park site.
The City of Aurora's animal control ordinances apply to all open spaces--including the park and playground area--maintained and operated by the District. The City of Aurora's Animal Control Division is responsible for enforcing the City's animal control ordinances.
[As of December 2021] The following are excerpts from the animal code section of the City of Aurora's ordinances (Chapter 14):
- (Section 14-5) It shall be unlawful for the owner of any dog or other animal to fail to keep the dog or other animal from running at large within the city. For the purposes of this chapter, an animal shall be deemed running at large when such animal is not physically restrained as follows:
- (section 14-7) When a dangerous animal is outside of its residential structure or proper enclosure the animal must wear a properly fitted muzzle to prevent the animal from biting humans or another animal. Such muzzle shall not interfere with the animal's breathing or vision. It shall be unlawful for any owner of a dangerous animal to allow the animal to be outside of its residential structure or proper enclosure without wearing a muzzle.
- (Section 14-9) It shall be unlawful for the owner of any dog or other animal not to immediately remove excrement deposited by such animal upon a common thoroughfare, street, sidewalk, play area, park or upon any other public property, or upon private property. It shall be unlawful to place animal excrement in storm sewers or street gutters. Animal excrement shall be disposed of in a sanitary manner. It shall also be unlawful under this chapter to permit excessive excrement to accumulate on any property to the degree that it becomes offensive, injurious to health, or is the subject of complaints.
- (Section 14-10) Any animal owner whose animal, whether or not running at large, destroys, damages or injures any shrubbery, plants, flowers, grass, lawn, fence or anything whatsoever upon any public property or upon any private property shall be in violation of this section. Any animal running at large struck by a vehicle and causing damage to such vehicle may be charged with violating this section.
